Against Friday's meeting between Sir M.K.Lo, Sir A.Morse and, I think, Mr. Sloss too (see X of Mr. Hall's minute above) Mr. Hall has prepared the useful attached note which gives a summary of the past history of the re-opening of the University and the basis on which assistance was granted.
We spoke yesterday, and we agreed as regards Y of Mr. Hall's minute, that it would be as well to let the arrange- ments for the meeting stand despite the satisfactory telegram at (17) which looks like providing the answer to the problem and of which the Hong Kong delegates would be informed by the Secretary of State at the meeting. The meeting should be kept quite short I think.
The Governor Hong Kong will very shortly be receiving the telegram which is going out to all Far Eastern colonies on the question of the treatment of Japanese assets which we discussed yesterday. That should not, however, materially alter Hong Kong's ability to make a modest contribution to the needs of its less fortunate brothers in the Western Pacific who suffered in the Japanese war.
